USSD services do not require an internet connection to function, the main reason why it has been widely utilized. Also. it has been adopted in the banking industry, and virtually every commercial bank in Nigeria has a specified USSD code. The result is that bank account holders can use their bank USSD code to send money, check account balances, and more.
Now, coming back to telecommunication, as many Nigerians are using more than one network provider, the NCC wants to harmonize these codes. This simply means that, as an MTN subscriber, you can now use the same code for airtime recharges, balance check, etc. on Airtel or Glo. I guess this explanation is quite clear enough. - To subscribe to a data plan, dial *312#
